Roger Ferris (Leonardo DiCaprio), CIA's best operative, believes that human life and the field work are more valuable than any intelligence they gather. In his missions that take him all around the world, Ferris often relies on the experienced CIA agent Ed Hoffman (Russell Crowe) at the other end of a secure line.

Hoffman, who strategizes from his suburban laptop, is determined to track down a terrorist leader who has managed to evade the world's most complex intelligence network and carry out a series of bombing attacks. Ferris must enter this murky world to lure the terrorist out, but as he gets closer to his target, he realizes that trust is both dangerous and the only thing that can save his life.
